Kingdom of Bhutan, 2006: the country is about to switch from monarchy to democracy. To teach people how to vote, the authorities organise a mock election, but the locals do not seem convinced. Travelling in rural Bhutan, the election supervisor discovers that a monk is organising a mysterious ceremony for polling day.
